Duty Station: Kampala, Uganda

The United Nations Children’s Fund (UNICEF) is looking for a Data & Evaluation Specialist to join their team in Kampala, Uganda. The Specialist will play a crucial role in ensuring that the UNICEF Country Office has accurate and reliable information on the situation of children’s and women’s rights through situation monitoring and evaluation of UNICEF-supported programs.

Key Responsibilities:

Situation Monitoring and Country Analysis of Data on Child Deprivation:

  • Ensure timely and accurate measurement of change in conditions in the country at national and subnational levels.
  • Support the establishment and management of sustainable and interoperable national statistical databases.
  • Facilitate data and statistics demand generation and use across sections, partners, and the government.
  • Develop a joint Situation Monitoring and Assessment system to influence developmental and social policies.
  • Provide support during humanitarian response situations, including rapid assessments within the first 48-72 hours.

Technical Support to Country Programme Development and Monitoring:

  • Conduct technical review of documentation used in formulating new Country Programmes.
  • Participate in regional network meetings and initiatives related to data, evaluation, and research.
  • Strengthen partnerships within the UN Development System and with other stakeholders for evidence generation.
  • Contribute to coordinated monitoring of the Sustainable Development Goals (SDGs).

Evaluation and Research:

  • Develop and maintain a plan of research and evaluation activities aligned with national priorities.
  • Ensure that UNICEF-supported evaluations meet established UN quality standards.
  • Disseminate evaluation findings and recommendations to stakeholders in user-friendly methods.
  • Strengthen evaluation capacities of Country Office staff and national partners.

Qualifications, Skills, and Experience:

  • Advanced university degree in statistics, demography, development planning, social sciences, or related field.
  • Five years of progressively responsible professional work experience in programme and child monitoring.
  • Experience in design and implementation of national social development surveys, such as DHS/MICS.
  • Fluency in English and another UN language (Arabic, Chinese, French, Russian, or Spanish).
  • Familiarity with UNICEF’s Core Values and Competencies.
