Job Title: Locum Monitoring & Evaluation Officer – Quality Improvement

The Joint Clinical Research Centre (JCRC) is an indigenous medical organization that was established in 1991 as a limited liability not-for-profit Joint-venture between the Uganda Ministry of Health (MoH), Ministry of Defense and Makerere University Medical School (now Makerere College of Health Sciences).

Job Summary:
The Monitoring and Evaluation Officer will provide technical support to clusters and health facility teams to improve reporting of quality improvement initiatives at health facilities in the Kigezi region. He/she will work with the cluster team members and health facility data clerks to effectively plan and coordinate activities to build the capacity of site teams and partners to implement regional and national Quality Improvement plans and strategies.

Key Duties and Responsibilities:

  • Collaboratively work with the M&E Officers to provide technical support to data clerks at health facilities to ensure quality and timely updating of the CQI database.
  • Facilitate the interpretation and use of quality improvement and M&E data through quarterly district level and routine facility level review meetings.
  • Train, mentor, and coach data clerks at health facilities to analyze and use CQI data to improve service quality.
  • Conduct weekly reporting rates, checks, and performance analysis.
  • Monitor and track all ongoing CQI initiatives and support to scale up working initiatives.
  • Participate in weekly, monthly, and quarterly program performance review meetings.

Qualifications, Skills, and Experience:

  • Bachelor’s degree in Statistics, Public Health, Epidemiology, or related field. Additional training in monitoring and evaluation (M&E) is an added advantage.
  • At least three years of progressive experience in M&E and application of quality improvement approaches for public health projects.
  • Strong understanding of Ministry of Health data systems and proficiency in MS Excel, PowerPoint, Word, and statistical analysis.
  • Excellent interpersonal, teamwork, mentoring, and communication skills.
  • Ability to work independently with minimal supervision and meet strict deadlines.
