Job Opportunity: Verification Officers (4 Positions)

Company Overview:

Cordaid is recruiting Verification Officers for the Result-Based Financing in Land Tenure and Farming Systems Project, 2023 – 2028. The project will be operational in 16 districts, focusing on ensuring secured land tenure security and inclusive development of farming systems in 5 regions of Uganda.

Project Overview:

The project aims to achieve four inter-related outcome areas:

  1. Increased formal and equitable land ownership under customary law, especially for the most vulnerable populations.
  2. Increased sustainable agricultural smallholder farmers production by enhanced uptake of effective, quality, and equitable agricultural food production and natural resources management services.
  3. Strengthened regulation and enabling policies for better agricultural and food security (FS) sector performance to match smallholder farmers’ and communities’ needs.
  4. General good governance and management at the district level in support of improved performance of the contracted departments.

Responsibilities:

Verification:

  • Conduct quarterly quantity audits of contracted departments in a timely and accurate manner.
  • Identify reporting gaps and provide guidance for improvement to department staff.
  • Compile and submit quarterly verification reports promptly.
  • Provide feedback to the Regional Lead Verifier on observations and noted gaps during verifications.
  • Collect random samples from department registers for client satisfaction surveys conducted by contracted CBOs.
  • Ensure the completion and accuracy of quarterly client satisfaction questionnaires.
  • Oversee quarterly quality monitoring of communities by district leaders.
  • Liaise with Regional Lead Verifier, Senior RBF expert, and Land Expert.
  • Participate in monthly fieldwork as per the plan.
  • Maintain relationships with district authorities, EKN funded projects colleagues, and other stakeholders.

Project Performance Management:

  • Assist in developing business plans for relevant departments and evaluate them for compliance.
  • Analyze contracted department performance quarterly and categorize accordingly.
  • Assess CAO Office performance based on project indicators.

Capacity Building and Technical Assistance:

  • Train DPM, ENR, CBOs, and General Administration on RBF as per the project’s plan.
  • Identify training needs during project implementation and recommend capacity-building measures.
  • Provide recommendations to overcome obstacles and challenges encountered.
  • Coach departments on understanding and achieving project indicators.
  • Assist departments in effectively utilizing Result-Based Financing subsidies.

Reporting:

  • Compile relevant verification reports and invoices for timely payments.
  • Submit trimester progress reports and weekly updates to the Regional Leader Verifier.
  • Maintain proper RBF files for all contracted parties.
  • Oversee submission of monthly returns for logistics, finance, and administrative activities.

Requirements:

Qualifications and Experience:

  • Bachelor’s degree in Agriculture-related fields, Business Administration, or Social Sciences.
  • Good knowledge of land tenure and food systems sector (desirable).
  • Minimum of 2 years of practical work experience preferred.
  • Proficiency in Microsoft Office package.
  • Ability to ride a motorbike preferred.
  • Strong ability to work under pressure and meet deadlines.
  • Experience with international organizations a plus.
  • Analytical skills with proficiency in data presentation.
  • Working knowledge of Result-Based Financing (or willingness to learn) is advantageous.
