Job Title: Senior Finance & Compliance Officer
Duty Station: Kampala
Reports to: Finance Manager
Job Description:
Control and Compliance to Assigned Grants (30%):
- Ensure full compliance with donor requirements, WCH policies, and local regulations for assigned projects.
- Conduct internal verifications to ensure financial control and adherence to donor guidelines.
- Identify financial errors or fraud and report findings to the Finance Manager and senior management.
- Review all financial documents of projects funded by assigned donors to ensure compliance before donor audits.
- Ensure partners comply with all tax liabilities.
Assist in Donor Funds Management (30%):
- Support the Finance Manager in managing donor funds and producing timely donor reports.
- Assist budget holders in preparing donor and organizational budgets, ensuring compliance with regulations.
- Assist in explaining variances between budget and actual spending and coordinate monthly reviews of Budget versus Actuals (BvAs).
- Review financial reports provided by partners and provide feedback as required.
Partner Compliance Oversight (30%):
- Maintain proactive links with partners to ensure compliance with donor requirements, WCH policies, and national laws.
- Provide support and oversight to partners to ensure project implementation complies with regulations.
- Assess partners’ financial management capacity, recommend actions to address gaps, and follow up on implementation.
- Review partners’ external audit reports and address any issues raised.
- Make recommendations to management on partner performance and areas needing improvement.
Capacity Building (10%):
- Train and develop the capacity of WCH’s grant teams and partners in financial management.
- Provide financial training to budget holders to enforce financial controls and decision-making based on reports.
- Support staff training in procurement, budget management, and systems policies and procedures.
Other Responsibilities:
- Adhere to the standards of conduct outlined in the Code of Conduct, Child Safeguarding Policy, and Anti-Trafficking Policy.
- Support and promote the standards outlined in the WCH and donor Code of Conduct and related policies.
- Undertake other related duties as assigned by the Finance Manager.
Qualifications:
- Honors Bachelor’s degree in Accounting or Finance.
- Professional qualification of CPA or ACCA is mandatory.
- Membership to a professional association is required.
- Minimum of 3+ years of work experience in financial management or accounting on similar projects.
Skills and Competencies:
- Strong organizational skills and ability to work with minimal supervision.
- Excellent report writing and oral communication skills.
- Results-oriented with high levels of integrity.
- Interpersonal skills to maintain effective relationships with partners.
- Attention to detail and proficiency in MS Office and other professional software.
