Job Summary
The WPE Prevention Officer will work closely with a core group of Community structures who will engage other members of the community to facilitate the process of positive behavioral change in the community through the SASA! Process, Girl Shine, and EMAP sessions. The program will incorporate Sexual Reproductive Health in all the activities. The position also requires the WPE Prevention Officer to support community-based teams to plan, implement, and facilitate participatory activities and monitoring of the activities. The position will also support in case management and economic empowerment linkages and mentorships while working closely with District, sub county leadership and staff.
Roles and Responsibilities:
Technical
- Implementation of the UNFPA project in Karamoja region ensuring that stated goals and objectives are met and that programs are appropriately monitored and evaluated.
- Reinforce adherence to the GBV guiding principles throughout all WPE activities.
- Ensure that engagement with women, girls and the wider community adheres to best-practice principles.
Grant Planning and Implementation
- Work with the district CDOs and leaders to identify the Community structures: Community Volunteers, SASA! Activist, train them and mentor them to conduct sessions on GBV.
- Prepare and maintain/update detailed work plan(s) with the district and subcounty structures that support to implement activities.
- Hold regular debriefing feedback sessions with structures to identify challenges early and find appropriate local solutions to the problems and work to strengthen the working relation among the teams and with staff.
- Work with the district CDOs to identify EMAP groups and facilitate sessions, while incorporating SRH messaging while documenting progress in activities and lessons learnt.
- Provide ongoing supervision, support, mentoring and guidance to SASA! activists and Volunteers to ensure community dialogues/ outreach activities meet the highest quality standards and adheres to GBV best practices and guiding principles.
- Create and consolidate strong synergies with the local community stakeholders like LCs, women groups, the religious and clan leaders, and government counter parts like CDOs, the police and the health to support local activism at sub county level.
- Plan and mobilize communities to participate in community mass awareness events / calendar days like women’s day, Girl Child Day, 16 days of activism, etc.
- Ensure timely and accurate procurements and finances for activities by ensuring that a procurement plan is developed, all Purchase Requests and payment requests are raised at least two weeks before delivery date in accordance with program budget provisions to avoid disruption of activities.
- Timely request of item release in the store to avoid interrupting implementation of activities.
- Develop and submit accurate weekly travel plans to Logistics (transport officer) every Thursday for the following week to allow Logistics plan for transport for smooth activity implementation.
Monitoring and Documentation
- Document all activities: Meetings, Trainings, Events, Field monitoring etc. using appropriate SASA! and other documentation and reporting tools in the sector as required and ensure that all documents/data collected is properly and safely filed and stored.
- Actively plan and submit weekly and monthly work plans and progress reports against set work plans using agreed reporting tools to the WPE Senior Manager.
- Develop and submit timely weekly, monthly, and quarterly activity implementation reports to the WPE Senior Manager.
Coordination and Representation
- Develop and maintain effective working relationships with all stakeholders at the sub county including community leaders, NGOs, UN agencies, Community Based Organizations, and other IRC sectors to enhance multi-agency and sectoral cooperation and coordination.
- Ensure that the sub county leadership are briefed and consulted in the development of Women’s Protection and Empowerment programs and as much as possible are involved in the implementation, monitoring, and supervision of activities.
- Participate actively in all sub county monthly protection/ coordination meetings in all areas of operations to keep the sub county leadership informed and updated of activity implementation and progress.
- Participate actively in the district monthly protection/coordination meetings when requested.
Minimum Qualifications for IRC Uganda Jobs 2022
- University degree in Social Sciences (i.e. social work, counseling, sociology, psychology, gender studies, human rights, etc.).
- At least 2 years of experience in working in the social sector, particularly with refugees.
- Experience supervising psychosocial programs, providing psychosocial support or case management, and/or working on gender-based violence (GBV) and women’s empowerment.
- Excellent communication and analytical skills and ability to present ideas effectively, in both oral and written form.
- Ability to communicate sensitively and without judgment, good diplomatic and persuasion skills.
- Ability to use good judgment when making decisions and to take accountability for decisions made.
- Emotional maturity and stability to resolve conflicts in non-violent way and maintain appropriate boundaries.
- Good interpersonal skills including ability to gain trust and build relationships.
- Ability to handle multiple tasks; proven self-initiative and problem-solving abilities.
- Fluency in English is required; and fluency in Ng’Karimojong is preferred.
- Good computer skills including Microsoft Excel, Access, Word, Outlook, and Power Point.
- Be able to work in a stressful setting and adapt quickly to changing environments.
