The High Commissioner heads OHCHR and spearheads the United Nations’ human rights efforts. In implementing the mandate of the High Commissioner for Human Rights, OHCHR Uganda carries out interventions under five thematic areas: Strengthening the rule of law and accountability for human rights violations; Enhancing and protecting Civic Space and people’s Participation; Integrating human rights in sustainable development; Enhancing equality and countering discrimination; and Increasing implementation of the international human rights mechanisms’ outcomes. OHCHR’s interventions relate to the provision of technical assistance, including legal advice and capacity building, monitoring of human rights issues, and engaging in advocacy, among others.

 

 

Job Summary:

OHCHR Uganda is seeking a National Human Rights Officer to work on interventions in the thematic area of Integrating Human Rights in Sustainable Development, with a particular focus on the Human Rights Based Approach to Development, economic, social and cultural rights and the Sustainable Development Goals (SDGs).

 

 

Roles and Responsibilities:

Contribute to the overall implementation of the technical cooperation mandate of OHCHR Uganda Country office

  • Provide technical support to relevant stakeholders regarding the integration of human rights in sustainable development, including the human rights based approach to development;
  • Identification of capacity needs from relevant stake holders for capacity building interventions on economic, social and cultural rights;
  • Planning for and development of programme concept papers for the implementation of proposed capacity building interventions;
  • Participate in the conduct of human rights trainings and awareness raising interventions
  • Provide support to civil society organizations in conducting research on issues of economic, social and cultural rights and the SDGs

Contribute to OHCHR Uganda programme planning, implementation and reporting

  • Contribute to OHCHR Uganda strategic planning process through provision of inputs to OHCHR Uganda annual work plan
  • Provide inputs to inform OHCHR Uganda reporting process including consolidation of periodic and ad hoc reports
  • Contribute to the consolidation of OHCHR Uganda result-based human rights reports to donors with a strong dimension on SDGs to inform donor reporting process
  • Represent OHCHR Uganda on strategic level coordination platforms such as the gender development partners group, Human rights and gender advisory group among others
  • Support and engage with the UNCT advisory groups related to OHCHR mandate in the promotion and implementation of SDGs (plan and organize coordination meetings, provide substantive inputs in drafting and elaboration of reports)

Contribute to the promotion of the SDGs and Human Rights Based Approach to Development (HRBA) among state and non-state actors

  • Actively contribute to raising public awareness on SDGs and HRBA among state and non-state actors
  • Provide support in strengthening capacities of state and non-state officials on the linkages between human rights and human rights based approach
  • Participate in organizing technical meetings with National Planning Authority, Uganda Human Rights Commission to review and strengthen the integration of HRBA in the National Development Plan and other sector and local government plans
  • Contribute to the training of stakeholders, partners on human rights standards applicable to sexual reproductive health rights and linkage to the SDGs
  • Support in drafting reports on sexual reproductive health rights to inform the development of a comprehensive multi sectoral response strategy to reduce preventable maternal mortality.

Participate in the Promotion and monitoring of Economic, Social and Cultural Rights (ESCR)

  • Establish and maintain contacts with UN Agencies, national and international organizations to share information and coordinate planning for ESCR issues.
  • Strengthen capacity of key state institutions, Ministries Departments and Agencies (MDAs) civil society organizations and advocate for integration of the ESCR in formulation of policies
  • Proactively encourage the integration of gender and inclusion of groups of persons with disabilities, women, youth, ethnic minorities and sexual minorities during capacity building interventions in planning and implementation processes

 

 

Minimum Qualifications

  • The applicant must hold an advanced University degree (Master’s) in law, human rights, political sciences, international relations, social sciences or any other discipline related to human rights. A combination of relevant academic qualifications and experience may be accepted in lieu of the advanced university degree
  • At least two years of relevant experience in national, regional, or international organizations or non-governmental organizations, closely related to the field of human rights.
  • Two additional years of working experience may be required to applicants with only a Bachelor’s University Degree.
  • Experience working with international human rights standards, instruments and mechanisms.
  • Demonstrated knowledge and expertise in economic, social and cultural rights and the human rights based approach to development.
  • Language: Fluency in spoken and written English. Fluency in the local language in area of coverage (Luganda) is also required.
