United Nations Capital Development Fund (UNCDF) Profile:
The United Nations Capital Development Fund (UNCDF) makes public and private finance work for the poor in the world’s 47 least developed countries (LDCs). With its capital mandate and instruments, UNCDF offers “last mile” finance models that unlock public and private resources, especially at the domestic level, to reduce poverty and support local economic development. This last mile is where available resources for development are scarcest; where market failures are most pronounced; and where benefits from national growth tend to leave people excluded.
Roles and responsibilities:
Ensure implementation of the project and procedures, focusing on achievement of the following results:
- Full compliance of project activities, financial recording/reporting system and audit follow up with UN/UNCDF rules, regulations, policies and strategies; implementation of the effective internal control, proper design and functioning of the financial resources management system;
- In consultation with the Project team, contributes to setting of delivery targets and monitoring of project expenditures.
- Ensures effective and accurate management and monitoring and evaluation focusing on achievement of the following results:
- Systematic check and monitoring on project Annual Work Plan activities as well as expenditures;
- Proper planning, expenditure tracking and audit of financial resources;
- Monitoring and evaluation of projects, identification of financial problems or bottlenecks and development of solutions;
- Ensuring consistency of UNCDF Modality financial transactions with Annual Work Plans and budgets, and full compliance with established rules, regulations and procedures.
Ensures proper utilization and control of project account, focusing on achievement of the following results:
- Contribution in regular reporting to UNCDF and other potential donors;
- Elaboration of the internal expenditures’ control system which ensures that transactions are correctly recorded and justified; other entitlements are duly processed.
- Build partnerships to support successful execution of the project:
- Interact with the UN agencies, government institutions, bi-lateral and multi-lateral donors, private sector, civil society and build lasting relationships as required;
- Support the Project Leads in relationship building with relevant partners;
- Develop a network of contacts with expertise in the project areas (skilling, private sector employers, and the like), and;
- Undertake other duties as assigned by the Project Leads.
Facilitating knowledge management and sharing:
- Represent the project and provide sound contribution to knowledge networks and communities of practice as per need;
- Acquire a strong understanding of the project and develop ability to clearly and simply articulate project aims, goals and results to variety of stakeholders;
- Identify and synthesize best practices and lessons learnt from the project;
- Guide staff in organization of workshops, meetings and visits as per project needs;
- Contribute substantially to creation of project publications;
- Contribute to finalization and approval of donor and other project reports;
- Identify stakeholders to participate in knowledge sharing opportunities related to the project;
- Identify and guide execution of knowledge management activities in order to generate and disseminate learning from the project activities and publicize results in close collaboration with Project Leads;
- Keep abreast with key changes in policy environment, regulations, strategic focus of development partners and market developments and regular updates to the project team.
Qualifications
- The applicant for the UN Capital Development Fund (UNCDF) Project Officer (Inclusive Digital Economies) job must hold a Master’s degree or equivalent in Business Administration, Public Administration, Project Management, Social Sciences or related field.
- A first-level university degree with additional 2 years of qualifying experience may be accepted in lieu of the advanced university degree.
- At least two years (with Master degree) of 4 years (with Bachelor degree) of relevant work experience in project management in a reputable institution;
- Experience using project management methodologies and tools;
- Experience in the usage of computers and office software packages (MS Word, Excel, etc.);
- High level planning, organizational and time management skills, including flexibility, attention to detail and the ability to work under pressure to meet deadlines;
- Excellent organizational and technical skills;
- Good interpersonal and multi-tasking skills;
- Development and operational efficiency;
- Experience with a UN organization/agency is desirable; along with knowledge of UNCDF/UNDP and the UN system and / or the donor community;
- Partnership and networking: Ability to build the relations and to develop a network of relevant external contacts, as well as internally across different teams.
- Language: Fluency in oral and written English.
