International Rescue Committee (IRC) Profile

Founded in 1933, the International Rescue Committee (www.rescue.org) is a world leader in relief, rehabilitation, and post-conflict development services for those uprooted or affected by violent conflict and oppression. The IRC is currently working in over 40 countries around the world, addressing both the immediate and lifesaving needs of conflict affected people in emergencies and the reconstruction needs of post-conflict societies.

The IRC began programming in northern Uganda in 1998 in response to mass displacement and devastation wrought by rebel group, the Lord’s Resistance Army. In 2002, the IRC expanded to the remote, conflict-affected region of Karamoja and in 2011, began working with refugees in Kampala. Monitoring the influx of South Sudanese refugees at the end of 2015, the IRC began scaling up its response to refugees arriving in the West Nile region. By promoting durable solutions that deliver on the interdependent aims of saving lives, strengthening institutions, and supporting social cohesion, the IRC in Uganda is laying the building blocks for long-term stability and development – bringing people from harm to home. The IRC currently works in 9 districts in Uganda, including Kitgum, Lamwo, Kyegegwa, Moroto, Amudat, Yumbe, Arua, Kasese and Kampala. The IRC will be moving into additional/new locations in refugee settlements in Kiryandongo and Zombo.

PlayMatters (2020-2025) is an education initiative funded through a $100 million grant from the LEGO Foundation. The program reimagines childhood for 800,000+ refugee and host-community children across Ethiopia, Tanzania, and Uganda – children whose education and social development has been affected by displacement and trauma. Building on children’s amazing resilience and a growing evidence base supporting Learning through Play (LtP) methodologies, PlayMatters (PM) cultivates holistic learning for children ages 3-12+. PlayMatters is led by the International Rescue Committee and includes Plan International, War Child Holland, Innovations for Poverty Action, the Behavioral Insights Team in partnership with the LEGO Foundation.

The PlayMatters consortium has committed to building the evidence base through rigorous research across the program cycle. The Research Agenda is structured around a single overarching research question focuses on children’s holistic learning outcomes and resilience and under this question are four LtP topics that mirror the four thematic pillars of the Play Matters project: Educators, Parents and other Caregivers, Communities, and Education Systems. In addition, the cross-cutting themes of gender, inclusion and protection will be integrated into the majority of studies. The four topics will be studied in different refugee and host community settings in the three countries in which the PlayMatters project is being implemented: Uganda, Tanzania, and Ethiopia.

 

 

Job Summary

This formative study is designed to support PlayMatters to develop and implement successful Learning through Play (LtP) interventions in early childhood development centers and primary schools. The primary objective of the study is to identify and study examples of good LtP practices observed in schools that are successfully implementing LtP in refugee and host community contexts in Ethiopia, Uganda, and Tanzania – especially those that are doing so organically, with strong local engagement, rather than through a donor-funded initiative – to understand what is working well and why and feed this learning back to program implementers.

The study will use an ethnographic case study methodology to answer the research questions, drawing on the “Positive Deviance” framework for sampling and analysis. Positive Deviance (PD)1 “Refers to a behavioral and social change approach which is premised on the observation that in any context, certain individuals confronting similar challenges, constraints, and resource deprivations to their peers, will nonetheless employ uncommon but successful behaviors or strategies which enable them to find better solutions. Through the study of these individuals– subjects referred to as “positive deviants” – the PD approach suggests that innovative solutions to such challenges may be identified and refined from their outlying behavior.”

The study will be carried in the PlayMatters Uganda contexts, with approximately four purposefully selected case study schools including two ECD centers and two primary schools in Adjumani and Yumbe Districts. The research team will be responsible for collecting and analyzing country-level data using diverse methods (overt observations, interviews, focus group discussions and other ethnographic methods, etc.) in four schools (two Early Childhood Development and two primary schools) with a diverse group of teachers and children.

 

 

Roles and Responsibilities:

  • Collect high-quality data on qualitative approaches and design.
  • Collect and compile high-quality data by ensuring proper identification of selected respondents, gathering of high-quality data, tracking of fieldwork progress.
  • Ensure proper identification and storage of data for easy retrieval and adhere to ethical standards throughout the research process.
  • Record field notes every day with details of the data collection activities undertaken and emerging questions or lessons from the research.
  • Participate in daily debriefs
  • Adjust data collection strategies as necessary to respond to lessons learned during the research, or to questions from the in-country research team.
  • Compile and assemble all data (audio recordings, transcripts, typed notes, etc.) into an organized package for transmission.  Upon completion of data collection in five working days, the Qualitative Research Consultants will also participate in transcribing field audios after completion of data collection for five (05) working days.
  • Contribute to the analysis by providing feedback from the field and any upcoming reviews to the compiled transcripts or other datasets.
  • Contribute to the preliminary data analysis activities with the Principal Investigators and the PlayMatters Research Coordinator.

 

 

Minimum Qualifications for IRC Uganda Jobs 2022

  • A Master’s Degree in education, anthropology, sociology, public health, or a related discipline is preferred.
  • Candidates with relevant experience and strong background in qualitative formative research or in their final stages of conducting their master’s studies will be considered.
  • Candidates should have substantial formal training in qualitative research methods.
  • At least three years of relevant field experience doing qualitative research, involving the collection of original data.
  • Experience running qualitative studies, including in data collection design, implementation, and analysis, in developing countries, is required. Fieldwork experience in the West Nile region of Uganda is a plus.
  • Superior written and oral communications skills in English is essential.
  • Demonstrated ability to work effectively and sensitively in teams and with government counterparts at the district level.
