Job Summary

The Logistics Officer will be based in Apac/ Otuke Field office under the direct supervision of the Senior Programme Manager WASH. The primary responsibility of the role is to manage all the logistical activities in Apac or Otuke field office, including Procurement, Transport/Movement Management, Storage and Asset Management.

 

 

Roles and Responsibilities:

  • Ensure all WASH logistical needs are met within the required time frame and completed according to set standards and procedures
  • Make requests (RAP) as per program needs, make follow up for un-approved requests and approved RAP to finance for payment
  • Organize and maintain proper procurement and filing systems. Assist the SPM in project-related record keeping
  • Establish and monitor a tracking system for commodities, supplies, equipment and project assets in various Sub-Offices
  • Identify transport companies and deploy effective and reliable vehicles for transporting personnel, materials and equipment needed for programme implementation.
  • Assist the Senior Programme Manager in preparing and issuing the call for proposals and bidding documents for the tendering of the project. Verify the transparency and compliance with the Field Procurement Manual of the bids.
  • Coordinate strategic planning for procurement and logistic needs with the SPM
  • Undertake frequent duty travel relating to programme activities, as required
  • Contribute to the implementation of procedures for procurement, warehouse operations and asset administration that are compliant to ILF general instructions, policies and donor requirements
  • Identify and forward to procurement office, all potential, credible and competent suppliers/vendors to be added to ILF supplier data base
  • Work closely with the WASH programme Manager, Logistic Manager, Senior Finance and Admin Manger, and Country Director for large procurement/purchases
  • Provide required supporting documents for processing approved payments
  • Closely follow up pending supplier payments

Fleet management

  • Maintain compliance with ILF policies and procedures
  • Supervise drivers and ensure both the interior and exterior of the vehicles are kept clean
  • Ensure all drivers exhibit professional and adhere to the approved movement schedules and the applicable Uganda traffic laws and regulations
  • In collaboration with the procurement office, ensure contracts for hired vehicles are active, professionally managed and vehicles ready for the hired purpose
  • In collaboration with the maintenance team, ensure timely vehicle servicing and maintenance to minimise downtime and maintain maintenance schedule for smooth programme operation.
  • Maintain detailed vehicle record as required by ILF

Storage and Store Management

  • Manage stock levels at office
  • Ensure warehouse is clean organised and periodically inventoried accurately
  • Review and improve stock keeping procedures as well as record keeping
  • Preparation of the monthly logistics report and submitting to your supervisor for review and consolidation
  • Manage, evaluate and report all daily activities to the supervisor
  • Report challenges encountered to the supervisor for solutions
  • Work with the programme and procurement office to ensure information flow
  • Perform any other duties delegated by your immediate supervisor

 

 

Minimum Qualifications

  • Minimum of Bachelor’s degree in Procurement and logistics required
  • At least two years of prior experience in Logistics, Procurement, or Supply Chain Management. Knowledge of the humanitarian sector would be an asset.
  • Holding or working towards qualification in logistics, procurement, supply chain management, business administration, or similar. Experience or knowledge of one or more of the following areas would be an additional asset: agriculture, construction, food supply, inventory and property management, technology, transport, water, sanitation and hygiene services.
  • Highly organized, detail-oriented, and able to prioritize tasks to meet deadlines.
  • Diligent, dedicated, and able to see complex procedures through to completion.
  • Able to communicate complex information clearly, with excellent interpersonal skills.
  • Self-motivated, able to work independently or as part of a team.
  • Fluent written and spoken English.
  • Excellent computer skills including Microsoft Office (particularly Excel, Outlook, and Word).
