The Taliban’s rapid takeover of Afghanistan has newly displaced over 400,000 people and led thousands to seek out migration as the situation worsens.  The estimated 70,000 Afghans eligible to apply to the U.S. Refugee Admissions Program (USRAP) for a Special Immigrant Visa (SIV) and the wider cohort of P-2 applicants still face an uncertain future: both applications can take over a year to be approved, and P-2 applicants must be outside of Afghanistan for the process to be completed.  On August 17, 2021, in response to this need for emergency resettlement, the Government of Uganda (GoU) accepted a request from the U.S. Government to temporarily host up to 2,000 Afghan evacuees who would remain in Uganda while processing for asylum in third countries. A sizeable number of the arrivals in Uganda are children. Given the ongoing instability in Afghanistan, it is unlikely that their return home and/or resettlement will happen soon, yet some of them are children whose secure and fruitful future is dependent on uninterrupted Education and Early Childhood Development and Care.

 

 

Job Summary

IRC is seeking an Education Officer for the Afghan Response funded by The Rockefeller Foundation and Internal Afghanistan Appeal CRF. The role is for four months but renewable depending on the length of the response and availability of funding.

This position will be part of the larger initiative to provide essential services to Afghan evacuees in Uganda and will be the technical focal point and operational lead for the education intervention. S/he is responsible for quality implementation, day to day coordination of activities and collaboration with other IRC sectors to ensure timely support and effective execution of the education component and activities. The role will also assist with capacity strengthening of volunteers and coordination of consultants in accordance with overall guidelines and requirements.

S/he will also contribute to project monitoring, capacity strengthening, training, and participation in relevant multisectoral and inter-agency coordination forums and networks with varied structures and actors in the sub region. The Education Officer will technically report to the Deputy Project Coordinator-PlayMatters and operationally to the Response Manager.

 

 

Roles and Responsibilities:

  • Coordinate, follow up and report on implementation of agreed project activities, decisions, and actions (programmatic and operational) as per plans and priorities.
  • Coordinate regular consultations, dialogues, information sharing, and feedback with evacuees, and other key stakeholders.
  • Participate in relevant events, forums, and meetings coordination forums to share and keep abreast of opportunities and priorities that align with the education intervention goals, priorities, and plans.
  • Work closely with the Deputy Project Coordinator-PlayMatters to coordinate consultants and strengthen capacities of volunteers.
  • Support awareness creation, capacity assessments and delivery of technical support activities to facilitate adoption and application of intervention concepts, approaches, and practices.
  • In liaison with MEAL counterparts; support studies, assessments, and dissemination of learnings.
  • Prepare and submit periodic and activity reports to supervisor(s).

 

 

Minimum Qualifications for IRC Uganda Jobs 2021

  • Relevant degree from an accredited university.
  • Minimum of 3 years of experience in education related programming (preferably in Early Childhood Development (ECD), Accelerated Learning Programs (ALP), Psychosocial Support (PSS), Play, digital learning, and language education programs)
  • Proven track record and knowledge of different language acquisition approaches, especially the communication approach and conducting Language Proficiency Index (LPI) tests.
  • Prior experience working with multicultural refugees and diverse contexts.
  • Experience in developing educational /training content, curricula, is an advantage
  • Experience and abilities in using participatory training/ workshop techniques
  • Ability to work well in and promote teamwork
  • Strong communication and reporting skills, both oral and written.
  • Good IT skills and knowledge of MS Word; Excel and Outlook required.
