Job Summary:

Collaborating, Learning, and Adapting (CLA) is an approach used by USAID to inform development practice and ensure USAID-funded Activities are meeting their goals by responding to information learned during Activity implementation. CLA requires collecting informal and formal data, gathering feedback on an ongoing basis, and working with stakeholders at various levels to gather learnings from the information received. The ISS Activity will apply CLA to all of its objectives to ensure that it is able to effectively respond to changes in the operating context and lessons learned throughout Activity implementation.

The CLA coordinator will lead the design and execution of training activities with a focus on CLA principles and supportive technology use. S/he will support growing the culture of learning both internally and among partner agencies and apex organizations. S/he will support introduction of GIS and IT-enabled tools into Activity reporting, communications and CLA and ensure widespread communication of CLA approaches, lessons learned, and successes across all Activity stakeholders.

 

 

Roles and Responsibilities:

The CLA training coordinator will implement the learning plan for the Activity with a focus on staff, partners and co-implementing partners. To deliver the role, S/he will:

  • Coordinate with technical component leads, the Director of MEL & CLA, and the Chief of Party to design and execute training activities focused on CLA principles targeting ISS Activity staff, representatives from IAOs and MDAs, and other stakeholders.
  • Support teams to innovatively adapt IT solutions for the Activity’s CLA agenda.
  • Work with the MEL manager and Communications Manager to share implementation and evaluation learning processes with a wider network of stakeholders.
  • Design and implement IT-enabled after-action feedback from participants and users of Activity disseminated information
  • Process feedback received and in consultation with technical leads identify learnings, intervention gaps and opportunities
  • Support the teams implementing the learning agenda by designing IT-enabled data collection tools, supporting analysis of formal and informal data collected, and developing IT supported dissemination processes as applicable.
  • Help design, coordinate (and as applicable, attend other donor/GoU) and facilitate regular technical delivery events and regular learning sessions with ISS Activity staff and stakeholders.
  • Work with the communications manager to showcase CLA and IT use options in line with the commutations plans and strategy.
  • Work with and mentor MDA and IAO leadership and staff on Activity approaches and platforms for CLA.
  • Design GIS mapping of Activity location data in line with USAID reporting and data submission format requirements.
  • Provide analysis and significant inputs to quarterly and annual client reporting to incorporate lessons learned and adaptations adopted as a result of Activity CLA processes.
  • Develop CLA success stories and communicate successes and lessons learned with MDAs, IAOs, and the client

Deliverables:

  • Updated staff, Ministry Departmental Agencies (MDAs) and Institutional Association Organization (IAOs) training schedule and respective training reports
  • Map of Activity GIS location data to support mandatory reporting
  • Quarterly CLA reports

 

 

Minimum Qualifications

  • A Bachelor’s degree in a relevant field
  • 3-6 years of experience in multi-faceted role(s) that include combinations of IT, GIS, communications, knowledge management, data analysis, facilitations skills and managing outreach activities.
  • Experience in IT enabled communication for behavioral change delivery of trainings.
  • Minimum of 2 years’ experience in managing CLA or knowledge management for a multi-sectoral organization.
  • Must be a Ugandan citizen.

Knowledge and Skills:

  • Strong behavior change, facilitation, and coaching skills.
  • Knowledge of USAID’s CLA approaches and processes highly desired
  • Ability to work independently and within matrixed project and program teams.
  • Excellent technical writing, communication, oral and visual presentation skills highly desired.

Estimated Period of Performance: The opening is a full-time position and will require staff time of 40 hours a week.

Estimated LoE: This is a long-term position and is based in Kampala, Uganda with intermittent travel throughout the country.

Reporting: The CLA Training Coordinator will report to MEL Manager.
