Since the inception of IOM in 1951, Movement Operations have been and continue to be a fundamental pillar of the Organization’s work. The organized movement of persons in need of international migration assistance is a primary mandate of the Organization and a cornerstone of IOM’s operations. This mandate has resulted in the international transport of more than 15 million migrants and refugees worldwide. Movement Operations departments in various IOM missions, coordinated under the division of Resettlement and Movement Management (RMM) in the Department of Operations and Emergencies (DOE) at IOM’s Geneva Headquarters, are responsible for all aspects of travel for migrants and refugees under IOM’s auspices, in accordance with the various framework agreements with resettlement and receiving Governments and partners across the spectrum of the Organization’s programmes.
Job Summary
Under the Overall Supervision Senior Resource Management Officer and the direct supervision of the Procurement and Logistics Officer, the incumbent will carry out the logistical support and manage the Transport services of IOM Uganda Country Office (UCO) in accordance with IOM’s Regulations.
Roles and Responsibilities:
- Supervise head driver and all drivers and dispatchers in UCO and field offices, schedule their transportation duties in the most efficient way possible including compliance to government traffic rules and in line with IOM policies.
- Receive and compile transportation requests from IOM staff and arrange their movement with the available fleet capacity, including arranging UNDSS authorized Taxis.
- Monitor, supervise, and support the provision of safe driving services and the use of office vehicles for the transport of IOM staff and other authorized persons, delivery and collection of mail, documents, and other items.
- Coordinate with the Drivers and ensure that fleet vehicles are clean, road-worthy conditions and are used only for official/authorized business, reporting any abuse of the vehicle by other staff (or other persons) to the supervisor, RMO and COM through the established mechanism for reporting wrongdoings.
- Undertake weekly technical checks for IOM vehicles. Ensure that proper preventive maintenance for all vehicles is performed, and plan/report any maintenance requirements in coordination with the LPO and that all vehicles have the required documentation/ supplies eg vehicle logs, first aid kit, etc…
- Prepare Purchase Requisition Forms (PRFs) for vehicles that are due for inspection/service/maintenance and follow up on completion of the services with the reputable vendor in coordination with Procurement Assistants.
- Follow-up on accidents/incidents with the Police for an abstract, informing the Insurance Company, and communicating the relevant documents.
- Monitor and supervise refueling process using TOTAL FUEL CARD by reviewing all receipts and reconciling with monthly Total statement cum invoice.
- Arrange to collect and deliver mails/documents/cargo as assigned and keep a log of all spare keys for all IOM vehicles.
- Monitor the generators at IOM office and ensure that generators are in good running condition at all times, the fuel is available and the generators’ log sheet is filled properly, and conduct follow-ups with Uganda Electricity Distribution Company in case of main power grid failure.
- Provide technical support regarding specification to Procurement Assistant in procurement process relating to fleet and support in identifying technically suitable service provider for work relating to the fleet.
- Inspect and confirm road worthiness of hired vehicles for the transport of IOM passengers. Where physically not possible he/she delegate the duty to experience IOM driver.
- Process payment against invoices for services/supplies received under LTA for fleet maintenance/repair.
- Perform such other duties as may be assigned.
Minimum Qualifications
Education
- Completed High School Degree/Certificate in Logistics and supply chain, Mechanical Engineering, or a related field from an accredited academic institution with five years of relevant professional experience; or
- University degree in the above fields with three (03) years of relevant professional experience.
- Valid Driving License (A, B, CM, DL, DM a must and DH advantage).
Experience
- At least 4 years of hands-on experience in transport and Logistics management
- Experience in a busy logistic unit.
- Previous experience with UN and International Agencies or NGO’s an advantage.
- Strong knowledge of computer applications, especially MS Word, Excel, Outlook, and Access.
- Mature individual, with attention to detail, able to work independently and under stressful conditions and tight deadlines.
- Demonstrated ability to maintain integrity in performing responsibilities
Languages
- Fluency in English is required
- Working knowledge of other UN languages and knowledge of the local languages is an added advantage.
