International Rescue Committee (IRC) Uganda Profile:

The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises and helps people whose lives and livelihoods are shattered by conflict and disaster to survive, recover, and gain control of their lives. Founded in 1933 at the request of Albert Einstein, the IRC works with people forced to flee from war, conflict and disaster and the host communities which support them, as well as those who remain within their homes and communities. At work today in over 40 countries and 25 U.S. cities, we improve outcomes in the areas of health, safety, economic wellbeing, education and power.

The IRC has been working in Uganda since 1998 supporting Internally Displaced Persons (IDPs), refugees and various institutions in the country, notably the government, community-based organizations (CBOs), civil society organizations (CBOs) and the private sector. The current program portfolio in Uganda includes health and nutrition, support to persons with specific needs (PSNs) including case management, legal assistance to refugees, prevention and response to gender-based violence, and economic recovery and development (ERD). The IRC has a country office in Kampala and field offices in Amudat, Imvepi, Kyegegwa, Lamwo, Moroto and Yumbe, as well as an urban office in Nsambya within Kampala.

Overall Objectives:

RE:BUILD seeks for urban refugees and vulnerable host residents to achieve economic self-reliance and benefit from strengthened urban economic, regulatory and social environments.

The project is seeking:

•   FIVE enumerators for a quantitative household survey for NINE days, including ONE day of training and tool testing
•   TWO enumerators for the qualitative assessment work (FGDs and KIIs) for THREE days, including ONE day of training and tool testing;
•  ONE lead enumerator for NINE days, including one day of training tool testing.
•  The lead enumerator will be responsible for overseeing the data collection process including mobilizing respondents for the following day; ensuring that forms are uploaded each day; maintaining oversight of data quality;  managing overall logistics during the data collection process. The lead enumerator will work closely with the external consultant, the program managers and country-level M&E staff.
•  RE:BUILD Team and the enumerators will test, coordinate, and ensure the timeliness and quality implementation of the Gender analysis targeting at least 200 respondents as part of a survey and 48+ participants in FGDs and KIIs.
• The data collected in the survey under the guidance of the lead consultant and IRC’s Gender Equality Advisor for East Africa will capture the clients’ perspectives during RE:BUILD inception phase in Kampala and help inform program design, and serve as a baseline. The enumerators will collect data under the guidance of the lead enumerator using tablets for the survey, and detailed notes/and recordings where possible for the qualitative component.
• The enumerators will be expected to sync the collected data into the server every evening and submit the tablets to IRC staff every evening. The tablets will be distributed to the enumerators every morning during the entire period that the exercise will take place.

Minimum Qualifications: 

• Diploma or equivalent from a recognized institution
• Other qualifications in M & E shall be an added advantage

• Ability to manage own workload and deliver to deadlines
• Ability to work independently and be confident in addressing a crowd
• Experience working with tablets and computers for data entry
• Experience administering surveys and/or conducting interviews
• Previous research work experience is an advantage
• Strong organizational skills, ability to take responsibility and prioritize efficiently
• Strong attention to detail
• Ability to enhance the good interpersonal relationship.
• Good command of both written and spoken English. Knowledge of Luganda, Swahili, Somali, Lingala and/ or Amharic will be an advantage.
• Excellent organizational skills
• Works both independently and collaboratively with team members to achieve results.
• Relates and works well with people of different cultures, gender and backgrounds.
• Flexibility and prepared to work additional hours
• Ability to multi-task
• Able to respond rapidly to changing environments, yet remain productive and focused;
• Strong and fast computer skills (primarily Word, Excel, and PowerPoint and Outlook).
